U.S. President Donald Trump signed an order suspending all foreign aid programs for 90 days. During this period, these programs will be reviewed for alignment with the nation’s political objectives.
This was reported by RBK-Ukraine citing Associated Press (AP).
The publication notes that it is not entirely clear which aid volumes will be halted by this order, as funding for many programs has already been approved by Congress and should be allocated unless the funds are lost.
The order signed by Trump states that "the foreign aid industry and bureaucracy do not align with American interests and often contradict American values."
It is noted that this "serves to destabilize the world overall, promoting ideas in foreign countries that are directly opposed to harmonious and stable relations within and between nations."
As a result, Trump declared that "no further foreign aid from the United States will be provided in a manner that is not fully aligned with the foreign policy of the President of the United States."
Last week, Secretary of State Marco Rubio told members of the Senate Foreign Relations Committee during hearings on the approval of the order that "every dollar we spend, every program we fund, and every policy we pursue must be justified by answering three simple questions."
"Does this make America safer? Does this make America stronger? Does this make America more prosperous?" he stated.
The order signed by Trump grants Rubio or his appointee the authority to make such decisions after consulting with the Office of Management and Budget. The main agencies overseeing foreign aid are the State Department and the U.S. Agency for International Development (USAID).
Trump has long been opposed to foreign aid, despite it typically accounting for about 1% of the federal budget. Exceptions include emergencies, such as providing billions of dollars in weapons to Ukraine.
The new president has been critical of the level of aid provided to Ukraine to strengthen its defense against Russia's invasion.
