On April 30, 2020, in the waters of the "Yuzhny" seaport, the vessel STAVANGER (IMO 9278507) discharged pollutants – 8.4 tons of palm oil, resulting in significant contamination of Ukraine's internal marine waters. Laboratory tests confirmed that the levels of fats and oils in the sea water exceeded the norm by up to 77 mg/dm³.
In response to this incident, state inspectors prepared a protocol for an administrative offense, leading to the captain of the vessel "STAVANGER" being found guilty under part 1 of article 59-1 of the Code of Ukraine on Administrative Offenses. The damage caused to the state was estimated at 2.4 million US dollars (over 64 million hryvnias).
Since "MARINO SHIPPING CO PTE LTD" refused to voluntarily compensate for the damage, the Kominternivska local prosecutor's office of the Odesa region filed a lawsuit in the interests of the state, represented by the environmental inspection. The case was reviewed with the involvement of a specialized environmental prosecutor's office.
On July 11, 2022, the Economic Court of Odesa region partially granted the lawsuit, obliging the company to pay 64.8 million hryvnias, taking into account the dollar exchange rate on the day the lawsuit was filed. However, the payment was never made. It was only through persistent, systematic, and fruitful collaboration with international institutions that the matter was ultimately resolved.
On January 17, 2024, the damages were finally paid in full.
